«БРИКС. Мир Традиций» на Гражданском Форуме БРИКС в ЮАР

Накануне Саммита БРИКС в Южно-Африканской Республике, председательствующей в альянсе в 2018 году, в Йоханнесбурге 25-26 июня состоялся Гражданский Форум БРИКС на тему "БРИКС и Повестка до 2063 года".
Гражданский БРИКС – инновационный политический процесс, впервые реализованный в рамках БРИКС, в год российского председательства в 2015 году. Своей главной целью, Гражданский БРИКС ставит обеспечение конструктивного диалога представителей гражданского общества не только государств-участников БРИКС, но и приглашенных стран, с лицами, принимающими решения по вопросам здравоохранения, образования, культуры, развития, финансам, конфликтному регулированию.
Как результат, выработка на основе консенсуса, рекомендаций гражданского общества правительствам стран БРИКС, отражающих общественные интересы и нацеленных на результат.
В южноафриканском Гражданском Форуме, прошедшем в Национальном Институте гуманитарных и социальных наук (NIHSS), приняли участие более сотни представителей неправительственных организаций стран «пятерки» и некоторых других развивающихся стран.
Российскими участниками Форума, стали Светлана Афанасьева – представитель Национального комитета по исследованию БРИКС (НКИ БРИКС), Москва, Людмила Секачева - Президент Региональной общественной организации «БРИКС. Мир Традиций», Москва (далее-Организация), Юлия Годунова - Директор Ассоциации «Е.В.А.», Санкт-Петербург, Ребекка Перкинс – представитель BRICS Feminist Watch, Санкт-Петербург, Юлия Афанасьева – Директор Центра социально-культурных инициатив, Санкт-Петербург.

Пленарную сессию Форума открыл Mandla Hadebe - Economic Justice Network of ROCCICA, ЮАР, сообщивший о целях и задачах Гражданского БРИКС. С большим вниманием и одобрением, участники встречи приняли доклад представителя Министерства иностранных дел Южно-Африканской Республики, курирующего вопросы БРИКС, г-на Tando Dalamba на тему «Позиция правительств в отношении гражданского БРИКС».
Сессия завершилась Посланием людей Гражданскому БРИКС. Представитель сообщества от каждой страны БРИКС, поделился своей точкой зрения, задавая нужный тон Форуму через нефильтрованные голоса граждан альянса. Посланниками народов БРИКС выступили Adhemar Mineiro (Бразилия), Tomojit Basu и Jan Malema (Южная Африка), Людмила Секачева (Россия), Tianyuan Huang (Китай).

Свое приветствие Л. Секачева начала словами: «Мы с вами - посланники народов БРИКС, которым предстоит потрудиться, чтобы выстроить гармоничные, доброжелательные, уважительные отношения во всех сферах сотрудничества на площадке альянса. И это нам по силам! Народная дипломатия имеет для этого все возможности и потенциал, поскольку, действует с добрых позиций, гуманно и открыто, избегая конфликтов и жестокости».
Структура Форума включала в себя презентацию рабочих групп, пленарное обсуждение политических рекомендаций для Глав государств и правительств БРИКС на предстоящем саммите объединения, поиск механизмов для дальнейшей популяризации БРИКС среди гражданского общества, контроля и оценки представленных стратегических рекомендаций.
Участники секционных заседаний обсудили вопросы, касающиеся Нового банка развития БРИКС, толерантного экономического развития, мира, безопасности, гендерного равноправия.
Здесь, важно отметить продуктивную работу участников Форума из Санкт-Петербурга в секции «Гендерное равноправие» и, лично, Юлии Годуновой и Ребекки Перкинс.

По мнению участников, организации гражданского общества должны поддерживать взаимодействие и диалог с правительствами соответствующих стран, с общественной точки зрения, выдвигать реально работающие предложения, в рамках сотрудничества БРИКС, усиливать обмен концепциями и опытом, вносить вклад в сотрудничество и дружбу между народами.
В блоке Программы Форума «Презентация гражданских инициатив», Людмила Секачева сообщила о реализации Организацией инициатив проведения в странах БРИКС эстафеты миротворческих экспедиций «Великие учителя БРИКС», проповедующих морально-нравственные ценности в целях гармонизации отношений между народами БРИКС, и осуществления в Московской области Международного многостороннего проекта «Многофункциональный гостиничный комплекс туристско-рекреационного типа «БРИКС. Лотос Дружбы», получивших большое одобрение участников Форума, которым были переданы буклеты об этих проектах.

Также, в Йоханнесбурге, прошла встреча Президента Организации с Директором Фонда памяти Нельсона Мандела г-ном Verne Harris и внучатой племянницей Махатмы Ганди, Dr. Kirti Menon (Университет в Йоханнесбурге и Фонд развития Махатмы Ганди в ЮАР), подтвердивших участие Фондов в экспедиции «Великие учителя БРИКС» в ЮАР в ноябре этого года.

Важно, что Организация обрела на Форуме новых партнеров из стран БРИКС, среди которых, «Центральный союз рабочих Бразильской сети по интеграции народов» (Бразилия), «Глобальные стратегии здравоохранения» (Индия), «Пекинская народная ассоциация дружбы с зарубежными странами» и «Китайская ассоциация общественного сотрудничества» (КНР).

Заключительным, добрым аккордом Форума, стал дружеский вечер с выступлением южноафриканского фольклорного коллектива, под звуки которого, танцевали гости из стран БРИКС.
По установившейся традиции, многие участники встречи оставили свои автографы и добрые пожелания на Флаге дружбы Организации.
Форум, прошедший в атмосфере согласия, взаимопонимания, доверия и взаимоуважения, стал неким мастер-классом для всего гражданского общества «пятерки» на его пути к гармонизации отношений между народами альянса во всех сферах сотрудничества.
В итоге, достигнута главная цель Гражданского БРИКС в ЮАР – разработать и передать политические рекомендации главам государств и правительств БРИКС через Департамент международных отношений и сотрудничества (DIRCO) Южной Африки.
РОО «БРИКС. Мир Традиций» представила следующие рекомендации:
- Гармонизация коммуникативного сотрудничества между странами БРИКС, как результат формированиянравственной позиции их народов на «поле» альянса.
- Синергия бизнеса и экономических возможностей в странах БРИКС на основе этическихнорм и нравственных установок.
- Развитие многостороннего культурного сотрудничества между странами БРИКС, основанного на нравственных ценностях.
Гражданский БРИКС в ЮАР стал очередным признанием роли институтов гражданского общества в развитии многостороннего сотрудничества стран-членов БРИКС.
Особенно ценно, что у граждан альянса есть реальная возможность обратиться к Главам и правительствам государств «пятерки» с рекомендациями поддерживать существующие гражданские инициативы и социальные практики, развивать партнерство с институтами гражданского общества в выработке и реализации решений в различных сферах взаимодействия.

“BRICS. World of Traditions” at the BRICS Civil Forum in South Africa
On the eve of the BRICS Summit in South Africa, presiding in the alliance in 2018, the BRICS Civil Forum on the subject “BRICS and Agenda up to 2063” was held in Johannesburg on June 25-26.

The civil BRICS is an innovative political process, first implemented within the BRICS, in the year of the Russian presidency in 2015. The main objective of the Civil BRICS is to ensure a constructive dialogue between representatives of civil society not only of the BRICS member states, but also invited countries, decision-makers on health, education, culture, development, finance, conflict management.
As a result, the development of consensus-based, civil society recommendations to BRICS governments reflecting public interests and aimed at results. In the South African Civil Forum, held at the National Institute of the Humanities and Social Sciences (NIHSS), more than a hundred representatives of non-governmental organizations from the five countries and some other developing countries took part. Russian participants of the Forum were Svetlana Afanasyeva, representative of the National Committee for Research of BRICS (NCR BRICS), Moscow; Lyudmila Sekacheva, President of the Regional Public Organization “BRICS. The World of Traditions”, Moscow (hereinafter referred to as the Organization); Yulia Godunova - Director of the Association "E.V.A", St. Petersburg; Rebekka Perkins – a representative of BRICS Feminist Watch, St. Petersburg; Julia Afanasyeva - Director of the Center for Social and Cultural Initiatives , St. Petersburg.

The plenary session of the Forum was opened by Mandla Hadebe - the Economic Justice Network of ROCCICA, South Africa, who reported on the goals and objectives of the Civil BRICS. With great attention and approval, the meeting participants received the report of the representative of the Ministry of Foreign Affairs of the Republic of South Africa, overseeing the BRICS issues, Mr. Tando Dalamba on the "Government's position with respect to the civil BRICS
The session culminated with the Message of the Citizens to the Civil BRICS. A representative of the community from each of BRICS’ countries, shared their point of view, setting the right tone for the Forum through the unfiltered voices of the citizens of the alliance.

- L. Sekacheva began her greetings with the words: “Together with you we are the ambassadors of the BRICS peoples who will work hard to build harmonious, benevolent, respectful relations in all areas of cooperation on the alliance's platform. And this is within our power! People's diplomacy has all the possibilities and potential for this, because it acts from good standpoints, humanely and openly, avoiding conflicts and brutality”.
The structure of the Forum included the presentation of working groups, a plenary discussion of political recommendations for the Heads of States and Governments of BRICS at the forthcoming summit of the association, the search for mechanisms for further popularization of BRICS among civil society, monitoring and evaluation of the presented strategic recommendations.
Participants in the sectional meetings discussed issues related to the New Development Bank of BRICS, tolerant economic development, peace, security, gender equality. Here, it is important to note the productive work of Forum participants from St. Petersburg in the section "Gender Equality" and, personally, Julia Godunova and Rebecca Perkins.

In the opinion of the participants, civil society organizations should support interaction and dialogue with the governments of the countries concerned, from a public point of view, to put forward realistic proposals, in the framework of the BRICS cooperation, to enhance the exchange of concepts and experiences, to contribute to cooperation and friendship between peoples.
In the Program section of the Forum "Presentation of Civil Initiatives", Lyudmila Sekacheva reported on the implementation by the Organization of the initiatives of holding in the BRICS countries the relay-race of the peacekeeping expeditions "Great teachers of BRICS", preaching ethical and moral values with the aim to harmonize relations between the BRICS peoples and the implementation in the Moscow Region of the International Multilateral project "Multifunctional hotel complex of tourist-recreational type "BRICS. Lotus of Friendship ", which received great approval from the Forum participants, who were given booklets about these projects.

Also in Johannesburg, the President of the Organization met with the Director of the Nelson Mandela Memorial Fund, Mr. Verne Harris and the grand-niece of Mahatma Gandhi, Dr. Kirti Menon (University of Johannesburg and the Development Fund of Mahatma Gandhi in SAR), who confirmed the participation of the Funds in the expedition "Great teachers of BRICS" in SAR in November this year.

It is important that the Organization gained new partners from the BRICS countries, among them are the Central Union of Workers of the Brazilian Network for the Integration of Peoples (Brazil), the Global Health Strategies (India), the Beijing People's Association for Friendship with Foreign Countries and "The China Association of Public Cooperation "(PRC).

The final, good chord of the Forum, was a friendly evening with the performance of the South African folk group, to the sounds of which the guests from the BRICS countries danced.
According to the established tradition, many participants of the meeting left their autographs and good wishes on the the Organization's Flag of friendship.
The forum, held in an atmosphere of harmony, mutual understanding, trust and mutual respect, has become a kind of a master class for the entire civil society of the "five" on its way to harmonizing relations between the alliance's peoples in all spheres of cooperation.
As a result, the main goal of the Civil BRICS in South Africa has been achieved, it means - to develop and submit political recommendations to the heads of states and governments of BRICS through the Department for International Relations and Cooperation (DIRCO) of South Africa.
RPO “BRICS. The World of Traditions” presented the following recommendations:
- 1. Harmonization of communicative cooperation between the BRICS countries, as a result of the formation of the moral position of their peoples on the “field”of the alliance.
- 2. Synergy of business and economic opportunities in the BRICS countries on the basis of ethical norms and moral attitudes.
- 3. Development of multilateral cultural cooperation between the BRICS countries, based on moral values.
The civil BRICS in South Africa has become the next recognition of the role of civil society institutions in the development of multilateral cooperation among the BRICS countries.
It is especially valuable that the citizens of the alliance have a real opportunity to address the heads and governments of the "five" countries with recommendations to support existing civil initiatives and social practices, to develop partnerships with civil society institutions in developing and implementing solutions in various areas of cooperation.
